I did look at the headset just after getting the bike and my first thought was that it belonged on a £200 road bike in the 80's, so will probably replace it anyway.
- loosed the brake lever completely, so there was zero tension in hose - no difference
- changed the rear wheel back to the original - no difference
- added pressure to rear tyre - no difference
- added pressure to front tyre - made it a lot worse, but I think this is just due to less tyre contact
